Russia, one of the fifteen former republics in the Union of Soviet Socialist Republics (USSR), joined ten other Soviet republics in dissolving the Union on 21 December 1991 when they agreed to form the new Commonwealth of Independent States. This dramatic end to the Soviet and Communist state followed several years of dynamic and unprecedented change. For several more years, relations among the members of the new Commonwealth and with the rest of the world are likely to continue to change. Over time, new structures and patterns will emerge in economics, trade and commerce, politics and government, finance, manufacturing, religion, and virtually all aspects of human life. New arrangements must be devised for dealing separately as sovereign states and as a Commonwealth with the world outside the boundaries of the former Soviet state. If the history of the Soviet Union since 1985 is any guide, we can expect dramatic surprises and dynamic change.

An important question for the world is how the new states and the Commonwealth will organize and provide for their security. The Soviet Union's armed forces, formerly the largest in the world, are likely to be withdrawn from foreign territory, reduced in size, and divided up among the former republics. Also of great concern is the disposition of the largest arsenal of nuclear weapons, the security of these weapons, the command and control of their potential use, and compliance with arms control agreements entered into by the former Soviet government. The world can only hope these issues are settled amicably.

It will be years before all of these issues are resolved for Russia and some time before events settle down into more routine and measurable patterns. No accurate description of this new country's policies, defense structure, and military forces was available to be included in this encyclopedia. Only time will reveal the future of Russia as a separate sovereign state. The reader is thus referred to the historic information contained in the article "Soviet Union," and to the latest annual editions of the Military Balance, published by Brassey's (UK) for the International Institute for Strategic Studies; the Statesman's Year-Book, published by the Macmillan Press Ltd and St. Martin's Press; and the World Factbook, developed by the U.S. Central Intelligence Agency and published commercially by Brassey's (US).
