Dear editors, Today, Russia is looking for a nationwide idea. Your journal also pays considerable attention to this issue. And this, in my opinion, is very important.
Recently, I accidentally came across the work of V. Skrypnik on the Russian national idea. Interesting and original thoughts are expressed by the author. I would like to get acquainted with his new works on this topical topic on the pages of Orientir.

Skrypnik Vladimir Ilyich was born in 1940 on the Kostroma bank of the Volga River, in the village of Krasnoe. His father was a military pilot who completed the Great Patriotic War in defeated Berlin. Sergeant Vladimir Skrypnik served in the Urals as part of the missile unit that shot down Powers.
A large electric power company. Graduated from MPEI. For many years he worked in the fuel and energy complex of the country, as well as abroad. He worked his way up from lead engineer to trust manager and CEO. Since 1996, he has been the head of VNTIC.
Author of the concept of a bipolar socio-economic formation that combines the advantages of state and private property. A bipolar economic system based on the spiritual potential of the Russian people, and above all Orthodoxy, is, according to V. I. Skrypnik, the only way for Russia to get out of the crisis and restore its former greatness.
A comprehensive study of various socio-state systems has shown that the social and political frameworks that arise in the process of developing these systems complicated human life and hindered the development of society. The narrowing of these limits led to the destruction of the political organism of the system. This is what happened to the Soviet state: the existence of only one form of ownership and the restriction of individual freedom caused the collapse of the Soviet state. The same is true in Western capitalist countries, led by the United States, where the militarization of the economy is compounded by excessive consumption and formal freedom. This triple burden becomes an unbearable burden for the United States, since due to its colossal scale, it makes the process of destroying the system rapid. There are clearly incorrectly set goals for social development - through democratization to wealth.
The financial system of capitalism is based on three pyramids: the stock market, the world reserve currency, and forward contracts for the supply of currency. The stock market creates fictitious production facilities, accompanied by a powerful flow of information and advertising that promotes false values and priorities.
The rise or fall of stock prices (the Dow Jones Index) does not have a real physical production basis, but it is nevertheless an indicator in determining the financial position of companies, banks and countries. This allows individual entities to extract fictitious revenues - the basis for increasing fictitious production capacity. According to experts, the volume of so-called "extra" money invested in stocks in the United States alone is $ 9 trillion.
It is obvious that Russia cannot rely on the tools of a financial system that makes mistakes of this magnitude. An economy based on a highly developed stock market is held hostage to an objective destructive speculative process. Billions of dollars can be spent on buying up shares of certain companies in one day or, conversely, withdrawn from the market, which is equivalent to the collapse of the economy. Conclusion: the stock market is an absolutely unacceptable investment institution and loses in all areas even to such an institution as the State Planning Committee of the USSR.
Storing the savings of most people in the world in US dollars makes the dollar and the US financial system the largest pyramid scheme in the history of mankind. If at least a part of the accumulated dollars is presented as payments, the prices of goods in dollars will increase sharply, and its uncontrolled devaluation will occur.
Today, at any moment, there can be a one-time dump of dollars by investors of the world. In such a scenario, the US dollar will cease to be the world's reserve currency and multipolar currency relations will be established in the world.
The process of devaluation of the US currency is a cleansing of the global financial system, a change in people's consciousness, and overcoming militant economism.
Forward contracts for the supply of currency are actually bets that are not reflected in the balance sheets and become a time bomb under any bank. The very fact of the appearance of forward contracts between banks indicates a deep crisis in the modern Western financial system.
In a monetary economy, a large amount of fictitious production capacity is created. Fictitious because they are designed to serve the interests of the giant sector of the financial and speculative sphere. Monetary economism imposes excessive and even unhealthy material goods on citizens around the world, and promotes the creation of subcultures of consumption. Consumption in such a society is under a huge pressure of advertising, which dictates stereotypes of behavior that do not leave time and energy for spiritual development.
The new financial system of Russia, created primarily by the state, should serve natural monopolies, city-forming industries and state-owned factories. At the same time, financing should be carried out, on the one hand, according to the needs of these industries, but on the other - under the strictest state control and not depend on financial disasters. Financing of the market part of the economy should be made at the expense of small and medium-sized banks, which should form integrated commercial and industrial groups around them.
The most important factor in Russia's export operations is the rejection of the intermediary services of the US Federal Reserve system and its dollar. It is necessary to return to the practice of settlement in foreign currency rubles and oblige exporters to nominate contracts in foreign currency rubles.
Society should not oppose the socialist and capitalist formations. On the contrary, it is necessary to use the experience of both formations as a fait accompli and, taking into account the new realities of the evolutionary world economic process, find effective mechanisms for launching a bipolar system that could ensure the integrity and harmony of human and social development.
The combination of the experience of the market economy of capitalism and the planned and distributive economy of socialism makes it possible to find new mechanisms for effective management and form its philosophy. In essence, only a bipolar system* can become the socio-economic basis for the survival and development of a society worthy of its exit from the spiritual and social crisis. Thus, Russian society will determine the resulting path of its development, which consists of the vectors of rational and irrational economies, and will help politicians maintain the integral development of society.
All this indicates the inevitability and timeliness of the transition to building a holistic and harmonious society based on a bipolar system. For a long time, it was assumed that the capitalist system should be the first to collapse, but history decreed otherwise: the first to fall was the socialist system, weakened by revolutions and wars. However, this gave the human race a great chance for survival, since the bipolar system of development of society retains continuity from socialism in the functions of the life support unit.
The bipolar system of social development does not absolutize itself as a philosophical basis for the survival and development of society. It is built on the principles predetermined by the evolutionary development of thought and laid down in the works of ancient and modern thinkers. Even Aristotle proposed to make an economic division into natural, necessary for domestic life, and artificial, or commercial, needs. The two-pole system organically follows from the fundamental work of the great thinker of the XX century S. N. Bulgakov "Philosophy of Economy". It puts the state at the forefront, since the state unites all social interests, determines social life, political structure and goals of social development.
Capitalism and socialism, being at the extreme points of materialism, essentially opposed one material force to another. This is essentially a transfer of the biological concept of power to the entire social and spiritual life of people. And this confrontation in the twentieth century gave rise to a distortion of the concepts of truth and law. Today, Russia, being at the most critical point of aggressive materialism-monetarism, is forcing all Russians into slavery through the power of money. A two-pole system can overcome the apotheosis of material power and provide primacy for spiritual power. At the same time, being becomes a real existence. The power of the Spirit will be able to resist material power with the power of Creativity, the power of Faith, the power of Feat and Sacrifice.
Man is a spiritual and material being, although there is not and cannot be an exact line between the material and the spiritual, rational and irrational. Given the need for the current stage of development of social production and consumption, the authorities should clearly define this line. Then the society will receive an impulse for further development in changing historical tasks, solving the problems of true equivalent exchange in the interests of society and each of its members. At the same time, the Russian state and a bipolar political economy will be able to solve the problem of economic freedom, a piece of daily bread.
The Russian classical state, as the main pillar of a bipolar socio-economic system, will balance two blocks-the development block and the life support block, so that they do not suppress each other, so that the harmonious integral development of society is not disrupted. This will allow maintaining and continuously maintaining the balance of interests of social and political groups.
The state structure provided for in the two-pole system, unlike the previous political structures, will keep two blocks in balance-the development block and the life support block, expand the boundaries of these blocks without disturbing their balance, deepen the self-regulating functions of society, being in the middle of social development and constantly improving its structure.
The main measure of the Russian classical state in the conditions of a bipolar system will not be wealth and political freedom, but the economic freedom of all citizens. The state, in accordance with this system of development, truly unites individual individuals into a single whole, and the human community acquires the possibility of coordinated activity.
The functional significance of the state will shift towards ensuring the guaranteed life of a person who gains real economic and social freedom. At the same time, state power is qualitatively strengthened, and society, instead of imaginary violent and political stability, acquires real political and social stability, which will contribute to the harmonious development of society.
Russia's geopolitical interests should be based on the absence of an enemy (or potential enemy). This is the policy of true peace, and it makes it possible to preserve the geopolitical interests of Russia and other countries, this is the policy of a multipolar world, the refusal to use force in international disputes. Russia has always built its relations with other countries primarily on the basis of spiritual and socio-economic ties.
Material goods and the power of money recede into the background, the cult of power fades. The use of force is limited to protecting the dignity of the human person and serves to protect spiritual values and freedom.
The law of human life, which is opposed to the cult of power, is being established, values are being replaced, and humanity will move away from the suffering and tragedy of life. Russian society, relying on Russian Orthodoxy, the Soviet of Russia, and the classical Russian state, is tearing apart the closed material space of human life. The confrontation between spiritual values and material goods is overcome in favor of an active component of the evolutionary development of Russian society, in which a person creates his history through genuine creativity and through the human spirit.
Today, Russian society, transforming the centralized Soviet economy, has come to the point where, squeezing the national economic market out of the economic field of Russia, it loses reasonable forms of statehood and social labor as a true human value. Instead of structural adjustment, Russia has launched an unprecedented mechanism for the actual destruction of the national economy.
Radical reformers have instilled in society and the authorities that state participation in economic processes is fruitless, and they have maximally limited the decision-making capabilities of state bodies, leaving only bureaucratic regulation of economic activity - registration, licensing, etc. - in the hands of the state. This led to the fact that the Russian economic system and the state ceased to develop, determine the priorities of society's development, and the Russian Government ceased to control the situation and influence its development.
For a country like Russia, due to its geopolitical features, a single trade and financial system will never ensure sustainable economic growth and social prosperity, since market relations, like the market itself, are rife with sharp downturns. The creation of a financial system of natural monopolism will allow the state to maintain employment and direct the economy towards progressive development.
The state, as the owner of the production part of natural monopolies, will provide the investment component for continuing the development of the country's economy and the operation of the general infrastructure, organizing profit from natural rent and distributing it in the interests of the entire society, which will preserve political stability and diversity of relations in Russian society.
By 1998, in the course of reforms, the sphere of industrial and agricultural production (AO) - a life support unit-was formed and a market infrastructure was formed. The absence of a state core between them does not allow the national economy to fully function, and the displacement of the life support block and the market block exacerbates the conflict in society (see figure). This state core in the power system will give acceleration and stability to social development. It will prevent the processes of mutual absorption of private and public property by each other, as it happened from the 50s-60s of the XIX century.
Russia should not only take preventive measures to ensure the vital activity of society, but also choose its own philosophical system of development. Today it has become clear that without simultaneously relying on two financial systems - trading capital and natural monopoly - it will never pay off its debts and solve its internal problems. Only in the unity of these two financial systems is the guarantee of progressive socio-economic development.
Social marketers should strive to preserve their brainchild-the market block created at the cost of huge efforts, and the actions of the authorities should not be aimed at destroying the built socially oriented market block. On the other hand, the country's life-support unit, weakened by inefficient owners represented by the former party nomenclature, has caused tension unprecedented in Russia since the beginning of the century. Their alliance with radical marketeers has created a powerful reactionary force. And the point here is not to find an effective owner in this part of the economy, but to make society and the authorities aware that an effective owner in terms of natural monopolies is well known in Russia - it is the state.
The most important prerequisite for the development of a two-pole economic system is the fact that the system-forming industries (natural monopolies, state-owned and city-forming factories) were financed by the state in the pre-perestroika period, and not by private investors. The released financial resources from the state's unified pricing policy will be sufficient to boost the country's economy.
In a bipolar system, a common goal or goal connects opposing social elements and creates an organic whole based on them. By virtue of this internal and living connection, society becomes an organism, and the state gives society a unifying principle-economic freedom, while the common goal is achieved: the internal unity of all and everyone.
The two-pole system represents the classical state, which, taking into account the interests of various social groups, establishes harmony between the private and public spheres of life.
A bipolar political economy will serve as a bridge between the process of economic development and the policy being pursued, directing politicians from the general to the particular and protecting them and society from extreme manifestations, provided that the land and its subsoil belong to society, as they were developed during the Russian revolution, and are used efficiently without harming nature.
The two-pole system expands the scope of understanding pricing in political economy, establishing that in a rational economic block, the value of goods is determined by the amount of wages at the processing of goods. At the same time, both the price of labor and the labor itself acquire a deep moral basis.
Changes in society will contribute to the emergence of a large middle class, which will form the basis of Russian society and ensure Economic freedom for all citizens. At the same time, the state should rely on the true principles of existence, on the revival of Russian scientific schools that can create new areas of fundamental science, develop applied research aimed at preventing an environmental catastrophe.
Representatives of Russian scientific schools, as the material basis of the Russian state, should direct all their thinking abilities and energy to the development of the life support unit, and not to achieve false goals that represent the interests of pure marketeers, whose activities often run counter to the interests of the state and the highest social goals. This will help to overcome the crisis of scientific consciousness and guide society on the path of moderate use of life's benefits.
The classical Russian state should be a social and state structure, in which there is a single governing principle - the highest official of the state, the President of the Russian Federation, including the presidential branch of government, the Government of the Russian Federation, the Federal Assembly of the Russian Federation, and the main state core, consisting of three verticals-the vertical of education and upbringing, the vertical of natural monopolies, and vertical lines.
The Council of Russia - an extra-state and supranational body-should support the Russian classical state and ensure that the internal center of Russia does not shift, that the harmonious balance of the spiritual and social in society is not disturbed, that the harmony of each person is preserved, that the cult of violence never again triumphs in human life, and that there are no attempts to restore the ideas of capitalism and socialism. So that the center of development of Russian society is not absolutized by a shift towards extreme materialization of life or theocracy.
The Council of Russia will harmonize the relations of the material and the ideal in society, with a reasonable sufficiency of existence.
The Russian Orthodox Church should establish and head the Council of Russia. The sovereignty and spirituality of Russian Orthodoxy will enable Russian society to develop, giving it internal unity and integrity. According to the great Russian thinker S. N. Bulgakov, materialism and idealism are reconciled in the highest identity, unity of developing life, and Christianity is the highest reconciling worldview, the ideal of the two philosophical principles.
Russian culture and philosophy are identical to Orthodox culture, and this is the basis for the harmonious and integral development of Russia. The heroic mysticism that manifests itself in Russian culture testifies to the high spiritual endowment of the Russian people, who are able to overcome the tragedy of philosophy and the universal doctrine of logical monism.
Observing the harmony of the ideal and the material in Russian society and being in cooperation and harmony with Russian Orthodoxy and the Russian Orthodox Church, Russia will come to civil harmony, overcome selfishness and anarchy introduced from outside, and begin to move towards existence in a holistic and harmonious society. The Russian classical state in its development will return society to its true priorities and resolve the internal contradictions of social development.
Russian Orthodoxy, together with the classical Russian state, will ensure human and civil rights on the basis of obedience, not slavery, on the basis of individual freedom and dignity, not self-will. This will help restore the lost balance in Russian society.
The classical state, through comprehensive and basic education and upbringing, will be able to protect Russians from excessive scientific and technical thinking, which has already led Western countries to excessive consumption. In addition, the classical state will moderate the dialectical concrete (speculative), abstract consciousness of Western ideologists, whose obsession and militancy served as the main cause of the two world wars of the XX century, which brought incalculable suffering and misery to Great Russia.
Today, it is obvious that by privatizing the country's general infrastructure (natural monopolies), the authorities violated the statehood and integrity of the country. The authorities and society must understand that economy is a social process that tends to socialize production, and this socialization is carried out not by individuals, but through individuals. In the very nature of the economy, there are mechanisms for combining individual economic acts. Governing the Russian national economy, the authorities do not see the whole behind the particulars, while general philosophy from Aristotle to S. N. Bulgakov and Orthodox culture consider the phenomenon in society, giving priority to the whole over the particular. Today we are witnessing one government group being replaced by another, each pursuing its own private interests, and this battle will continue until society and the authorities understand that beyond the threshold of empirical research there are problems of existence caused by the living unity of man and nature, subject and object, and that it is impossible to solve the problems of Russian society based only on a rational economy (socialist) or an irrational economy (capitalist). It is important at this critical time to realize that the country's resources, as the basis for the integrity of the state, cannot be seized by corporate groups, they should never be subject to bidding, but are political and cultural mechanisms for the survival and development of a person and society.
In the economic process, resources are primary, and the production process is secondary. Thus, in production, the distinction between subject and object is established, their mutual absorption in the product of the economy is excluded. The line between subject and object, man and nature is defined. The severity of the crisis in the West is becoming apparent in comparison with Russia, since the system of objective actions - production - is more objectified in the West, more materialized, and depends on Russia for lack of resources.
The classical Russian state and the Council of Russia will be able to ensure and support political and economic processes through state planning and through the creation of a financial system of natural monopolism, which will ensure sufficient state reserves in the vital sector of the country. Only with these political and economic decisions will a dialogue between politicians and the Russian population begin.
The new state structure corresponds well with the main strata of society. In such a situation, each person will support the classical form of the Russian state system, since everyone will be granted economic freedom, and through the discipline of society and each individual, human needs will be tempered. Everyone will have prosperity and care about the development of society, understanding that the whole is always greater than the part and the part is always contained in the whole. The classical state transforms the whole qualitatively. The parts included in the whole not only do not lose their quality, but also get developed. The minority of society is not lost, but increases its importance in public administration, being a necessary catalyst for freedom.
Society's development priorities are determined by the state. The main priorities of development in the Russian classical state system should be the education and upbringing of all citizens.
The main condition for the success of grandiose transformations in Russia is the continuity of the principles of the socialist economic system in public administration and the provision of support to Russian scientific schools-the basis of the culture of everyday life of the peoples of Russia. The authorities should preserve and develop folk crafts, local industry, and centuries-old folk traditions that make up the identity and foundation of the Russian state.
The Russian state system, unlike the Western ones, cannot rely solely on order and laws as the final and unconditional force based on purely legal requirements. The Russian classical state system should be based not only on laws, but also on the Council of Russia, which determines the principles of moral, spiritual and religious worldview. Education in the spirit of these principles will ensure that the State's policy is understood and fully supported.
In this case, two contradictory provisions of our life are overcome: on the one hand, the idea of the legitimacy of the state structure in providing all citizens with political freedom and equality, and on the other - unconditional obedience to the authorities. Then the Russian classical state and social structure will ensure not only the observance of citizens ' rights, but also the establishment of them, because the right is born in society by virtue of mutual recognition and respect.
The Russian national idea of a holistic and harmonious society will avoid the conspiracy of the rich, who, under the auspices of caring for society, invent all new means to rob Russians, turning their labor and natural resources of the country to their advantage, doing this on behalf of the authorities and in the name of the law.
Everyone knows that there is no limit to the sacrifice and patience of a Russian, if he knows and feels that he is led by a moral and patriotic will, and vice versa-he will never support lack of will and empty talk. Today, the reserves of public patience are exhausted, and Russia faces the threat of losing its integrity and exclusivity, so immediate political decisions are required in the interests of believers and non-believers, the entire Russian society, the new Russian statehood, and the salvation of Russia.
