Well, it's been at least a year since you received your draft notice to leave your home for what seemed like about twenty-four months.

Now you are used to the military uniform, barracks (forecastle), have mastered the combat (supporting) specialty, and in your short-cropped head the idea "do not rush "to the civilian", but continue military service in a new capacity " was born. If this idea has taken the form of a solution, find a blank sheet of "standard" paper, a writing accessory (preferably a ballpoint pen or ink pen) and write a report on the team.

You are asking how to write a report? This is not very difficult, in principle. In this classic example of military documentation, you must ask your commander (superior) to petition the higher command to accept you (do not forget to indicate your military rank, surname, first name, patronymic, and position) voluntarily for military service under a contract and to conclude with you the first contract for military service for a period of, for example, three years. Then specify which military commissariat you were drafted by, and specify that you have served more than twelve months on conscription. Be sure to write that you meet the requirements for citizens entering military service under contract.

In the next part of the text, you need to justify your desire to become a contract soldier. You can formulate it as follows: "Joining the military service by contract will give me the opportunity to fulfill my firm intention to protect my homeland (to ensure the security of the state) as a professional soldier."

In your report, you will then write a commitment to serve in the military for the period specified in the contract and to strictly comply with all the duties and regulations set forth in laws and other legal acts, including military regulations.

At the end, indicate your position, military rank, and sign and date.

After submitting the report, the commander to whom it is submitted reviews it within a week and then orders a medical examination, professional psychological selection, and consideration of your candidacy by the military unit's certification committee.

If your report is accepted for consideration, you will be assigned a personal file that must include the following documents:

- track record;

- additional materials;

- report of a serviceman;

- a questionnaire or an autobiography written in your own handwriting;

- a copy of the employment record;

- a copy of educational documents;

- a copy of the birth certificate;

- information about family composition and place of residence (registration);

- medical examination card with a VVK conclusion;

- professional psychological selection card;

- access to classified information, if necessary.

A contract on military service is concluded by a citizen with the Ministry of Defense of the Russian Federation or a federal executive authority in which military service is provided by the Federal Law "On Military Duty and Military Service" in writing according to a standard form, in accordance with the Regulations on the Procedure for Military Service. Until the Regulations are approved, the Minister of Defense of the Russian Federation and the heads of federal executive authorities in which military service is provided have the right to establish standard forms of contracts on military service and the procedure for their conclusion in accordance with Presidential Decree No. 4 of January 4, 1999. In particular, the Ministry of Defense of the Russian Federation, by Order No. 99 of the Minister of Defense dated March 11, 1999, established a temporary procedure for concluding contracts on military service by citizens of the Russian Federation and military personnel of the Armed Forces of the Russian Federation with the Ministry of Defense of the Russian Federation. The same order established a standard form of contract.

The contract stipulates the voluntary nature of the citizen's military service, the period during which they are obligated to serve, and the terms of the contract.

The terms of the contract include the citizen's obligation to serve in the Armed Forces of the Russian Federation, other military units, formations, or agencies for the period specified in the contract, and to faithfully perform all general, official, and special duties of military personnel established by legislative and other regulatory acts of the Russian Federation, as well as to ensure compliance with their rights and the rights of their family members, including the provision of benefits, guarantees, and compensations established by legislative and other regulatory acts of the Russian Federation that define the status of military personnel and the procedure for military service.

A contract for military service comes into force on the day it is signed by the relevant official and ceases to be valid on the day the serviceman signs another contract for military service, as well as in other cases established by federal laws.

A person who enters military service under a contract must meet the medical and professional-psychological requirements for specific military specialties. Medical examinations and professional psychological selection procedures are conducted to determine whether a citizen meets the established requirements.

In addition, a contract candidate must also meet the following requirements:

- educational institutions;

- professional training;

- physical training.

According to paragraph 1 of Article 34 of the Federal Law "On Military Duty and Military Service", a contract for military service may be concluded by military personnel who have served for at least 12 months. The determination of whether military personnel meet the requirements for entering military service under a contract is the responsibility of the military unit's certification commissions.

The grounds for refusing to sign a contract with a candidate are as follows:

- absence of vacant military positions in the Armed Forces of the Russian Federation, other troops, military formations, and bodies according to the candidate's training profile or military specialty;

- a decision by the military unit's certification commission, approved by the commander (chief) of the military unit, to conclude a military service contract with another candidate based on the results of the competitive selection process;

- the decision of the military unit's certification commission that the candidate for military service under a contract does not meet the requirements established by the Federal Law "On Military Duty and Military Service".

A contract for military service cannot be concluded with citizens who have been convicted and sentenced, with those who are under investigation or preliminary inquiry, or with those whose criminal case has been transferred to court. Additionally, it cannot be concluded with citizens who have an outstanding or unexpired criminal record for committing a crime, or with citizens who are serving a sentence of imprisonment.

Medical examination is carried out in accordance with the Regulations on Military Medical Examination, approved by Decree of the Government of the Russian Federation No. 390 dated April 20, 1995. Based on the results of the medical examination, a conclusion is made regarding the citizen's fitness for military service in accordance with Article 30, paragraph 2, of the Federal Law "On Military Duty and Military Service." A citizen who is deemed fit for military service or fit for military service with minor restrictions may be accepted for military service under a contract.

Professional psychological selection activities are carried out by relevant specialists. Based on the results of professional psychological selection, one of the following conclusions is made about a citizen's professional suitability for military service under a contract in specific military positions:

- the first category is recommended;

- recommended - second category;

- conditionally recommended-third category;

- not recommended - fourth category. A citizen who is classified as having a fourth category of professional suitability by the results of professional psychological selection cannot be accepted for military service under a contract.

The Instruction on the Selection of Citizens Entering Military Service under Contract, which was put into effect by Directive No. D-78 of the Minister of Defense of the Russian Federation dated August 13, 1993, establishes that citizens entering military service under contract must meet the following requirements for general education and professional training:

- for military positions for which the staff provides for military ranks of officers, - to have a higher professional education obtained in civilian higher educational institutions related to the chosen military specialty, a higher or secondary professional education obtained in military educational institutions, or to have a military rank of reserve officer, preferably with experience in the chosen military or related civilian specialty;

- for military positions for which the staff provides for the military ranks of warrant officers and petty officers, to have higher or secondary vocational education obtained in civilian higher and secondary specialized educational institutions related to the chosen military specialty, secondary or primary vocational education obtained in technical schools or warrant officer and petty officer schools, or to have the military rank of warrant officer (senior warrant officer), petty officer (senior petty officer) of the reserve, preferably with experience in the chosen military or related civilian specialty;

- for military positions for which the staff provides for the military ranks of soldiers, sailors, sergeants and petty officers, - to have a higher, secondary or primary professional education, or secondary (full) general education, or as an exception (for certain military accounting specialties, the lists of which are determined by the order of the commanders-in-chief of the Armed Forces, commanders (heads of branches of the armed forces, heads of main and central departments of the Ministry of Defense) basic general education, or have a corresponding military accounting or related civilian specialty, mainly with work experience in the chosen military or related civilian specialty.

By the Decree of the Government of the Russian Federation "On Measures for the Gradual Transition to the Recruitment of the Armed Forces of the Russian Federation by Volunteers on a Contract Basis" No. 918 dated November 30, 1992, it was established that military personnel who are recruited for military service as soldiers, sailors, sergeants, and warrant officers on a voluntary basis under a contract are provided with monetary allowances in accordance with the standards and procedures established by the current legislation for military personnel serving on a long-term basis. These military personnel are paid a one-time allowance equal to one salary upon signing a contract after being appointed to the position they have been accepted for.

In the Armed Forces, this is regulated by Order No. 278 of the Minister of Defense of the Russian Federation dated December 15, 1992.

By Decree of the Government of the Russian Federation No. 115 dated February 12, 1993, this procedure applies to military personnel of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation and the Border Troops of the Russian Federation who have been accepted into military service as soldiers, sailors, sergeants, and petty officers on a voluntary basis under a contract.
